Strange Leak

I have been hearing water outside my home for around an hour or two every day for the past couple of weeks. I thought maybe my neighbor was washing something frequently. It started again last night but continued all night long. I looked this morning and saw that the whole driveway was flooded with about three inches of water. I also finally found the source of the dripping sound. Water is coming out of the corner of the roof. I now also see a few streaks on the side of the building which were not there before. The situation is clearly getting much worse but I don't think that anything is being done about it.

Not being from New York, none of this makes much sense to me...a water tank?

I can hear what I believe to be water running inside the walls of my apartment when my upstairs neighbor uses her kitchen sink.

Some buildings have a water tank on the roof to maintain water pressure.

The sound that you hear sounds like the water is running outside of the pipes?

I don't know. It sounds like it is. Like a big gushing waterfall.

I had that in the bathroom when I lived with my parents. The wall eventually cracked open because there really was a leak. That was patched, but the crack reopened and continued up to the ceiling. Water eventually started dripping from the ceiling. This was at the location of the upstairs toilet.

I have no idea who lives there with the exception of the woman who I can see through the kitchen window. I doubt that she occupies the whole building alone, because it's three floors.

Since there's no water tank on the roof, I really can think of nothing that would cause this. Why are there so many mysteries in New York?

I heard it described in a movie as "the mecca and hub of the cultural world." That made me want to visit the city sometime.

You should.
My only hindrance in visiting new places has always been lack of sufficient finances. Which is not entirely a bad thing, because I imagine I'd become one of those tiresome people who only talk about places they've traveled.
